It is an amazing games but with a lot of flaws. First is the story, it's pretty good. The characters did all the work each character personality is pretty good honestly, buuuut a lot of the convos or cutscenes have corny awful jokes so be ware of that. The gameplay is bad but fun, the shooting is satisfying cause one headshot kills them instantly so it feels good, the driving is mad basic every car feels the same, the movement sucks really. The city feels empty and dead with nothing to do... The city doesn't even look good. The character customaztion is iconic. I hate that you have to do side missions to progress in the story. The side missions are uniquely good. overall the game is good but with a lot of things that ruin it.
